<p>صفحه‌ای تازه حاوی «به منظور تسھيل انسجام، ھماھنگي و ھم افزايي فعاليت ھاي دستگاھھا و نھادھاي مشم...» ایجاد کرد</p> <p><b>صفحهٔ تازه</b></p><div>به منظور تسھيل انسجام، ھماھنگي و ھم افزايي فعاليت ھاي دستگاھھا و نھادھاي مشمول اين قانون در مديريت بحران، ستادھاي مديريت بحران در سطوح ملي، استاني و شھرستاني در سازمان، استانداري ھا و فرمانداري ھا به شرح زير ايجاد مي شود:<br /> الف ـ ستاد در سطح ملي به رياست وزير كشور، دبيري رئيس سازمان و با عضويت معاونان ذي ربط وزارتخانه ھاي كشور، نيرو، راه و شھرسازي، بھداشت، درمان و آموزش پزشكي، اطلاعات، ارتباطات و فناوري اطلاعات، نفت، جھاد كشاورزي، علوم، تحقيقات و فناوري، دفاع و پشتيباني نيروھاي مسلح، امور اقتصادي و دارايي، امورخارجه، فرھنگ و ارشاد اسلامي، دادگستري، صنعت، معدن و تجارت و تعاون، كار و رفاه اجتماعي و سازمان برنامه و بودجه كشور، سازمان انرژي اتمي، جمعيت ھلال احمر جمھوري اسلامي ايران، ستاد كل نيروھاي مسلح، بنياد مسكن انقلاب اسلامي، سازمان بھزيستي كشور، سازمان ھواشناسي كشور، سازمان صدا و سيماي جمھوري اسلامي ايران، سازمان بسيج مستضعفين، كميته امداد امام خميني(ره) و ساير دستگاھھاي مرتبط موضوع ماده (2) اين قانون، به تشخيص و دعوت دبير ستاد تشكيل مي شود.<br /> ب ـ ستاد استان به رياست استاندار و ستاد شھرستان به رياست فرماندار با عضويت مديران در دستگاھھاي متناظر ستاد ملي و ھمچنين ساير دستگاھھاي مرتبط به تشخيص و دعوت رئيس ستاد تشكيل مي شود. مديران مديريت بحران استان و شھرستان، دبيران ستادھاي استان و شھرستان خواھند بود.<br /> تبصره ـ ستاد به طور عادي حداقل ھر سه ماه يك بار و در شرايط اضطراري و وقوع بحران به تشخيص و دعوت رئيس ستاد در ھر زمان جلسه تشكيل مي دھد.<br /> پ ـ در شرايط اضطراري، شھردار و بخشدار منطقه محل حادثه با دعوت رئيس ستاد موظفند در ستاد شھرستان حضور يابند. رئيس شوراي شھر و رئيس شوراي بخش منطقه محل حادثه به عنوان عضو ناظر در ستاد شھرستان حضور مي يابند.<br /> تبصره١ـ در كلانشھر تھران علاوه بر فرماندار، استاندار و شھردار تھران نيز به تركيب ستاد اضافه مي شود و رياست ستاد با وزير كشور است.<br /> تبصره٢ـ جلسات ستاد در شرايط عادي با حضور حداقل دوسوم اعضاء رسميت مي يابد و تصميمات ستاد با اكثريت آراي حاضرين اتخاذ مي شود. در شرايط اضطراري، تركيب ستاد محدود به وزارتخانه ھاي كشور، نيرو، راه و شھرسازي، بھداشت، درمان و آموزش پزشكي، ارتباطات و فناوري اطلاعات و نفت و جمعيت ھلال احمر جمھوري اسلامي ايران، سازمان صدا و سيماي جمھوري اسلامي ايران، ستاد كل نيروھاي مسلح و ساير دستگاھھاي مرتبط با بحران به تشخيص و دعوت رئيس ستاد است. نمايندگان دستگاھھاي يادشده مجاز به غيبت در جلسات ستاد در شرايط اضطراري نيستند. تصميمات ستاد در شرايط اضطراري توسط رئيس ستاد اتخاذ و ابلاغ مي شود و لازم الاجراء است.<br /> تبصره٣ـ در شرايط اضطراري، در ستاد استان، يك نماينده از بين نمايندگان استان به انتخاب نمايندگان ھمان استان و در ستاد شھرستان، نماينده شھرستان يا يك نماينده از بين نمايندگان شھرستان، به انتخاب نمايندگان ھمان شھرستان به عنوان عضو ناظر از مجلس شوراي اسلامي حضور مي يابند.</div>
