<p><b>صفحهٔ تازه</b></p><div>اسناد ملي و استاني مورد نياز اين قانون به شرح زير تھيه و تدوين مي شود:<br />
الف ـ سند راھبرد ملي مديريت بحران: سندي است كه در چھارچوب اين قانون و ساير قوانين و مقررات، جھت گيري ھا، اصول، معيارھا و روشھاي پيش بيني، پيشگيري و كاھش خطر، آمادگي، پاسخ و بازتواني و بازسازي توسط دستگاھھاي مشمول اين قانون و نحوه مشاركت مردم را ھماھنگ با سياست ھاي كلي ابلاغي مقام معظم رھبري و برنامه ھاي توسعه كشور مشخص مي كند. اين سند با تأييد ستاد ملي به تصويب شوراي عالي مي رسد.<br />
ب ـ برنامه ملي كاھش خطر حوادث و سوانح: سندي است كه سازمان با مشاركت كليه دستگاھھاي مسؤول موضوع ماده (2) اين قانون، با رعايت قوانين و مقررات و در چھارچوب سند راھبرد ملي مديريت بحران تھيه مي كند و اھداف ويژه كاھش خطر حوادث و سوانح را به ھمراه اقدامات مربوطه بيان مي كند. اين سند با تأييد ستاد ملي به تصويب شوراي عالي مي رسد.<br />
پ ـ برنامه استاني كاھش خطر حوادث و سوانح: سندي است كه اداره كل مديريت بحران استان با رعايت قوانين و مقررات و با مشاركت كليه دستگاھھاي مسؤول موضوع ماده (2) اين قانون متناظر در استان، بر اساس برنامه ملي كاھش خطر حوادث و سوانح تھيه مي كند و شناخت مخاطرات، آسيب پذيري ھا، ظرفيت ھا و راھكارھاي كاھش خطر استان را در برمي گيرد. اين سند پس از تأييد سازمان لازم الاجراء است.<br />
ت ـ برنامه ملي آمادگي و پاسخ: سندي است كه سازمان با رعايت قوانين و مقررات و با مشاركت كليه دستگاھھاي مسؤول موضوع ماده (2) اين قانون، در چھارچوب سند راھبرد ملي مديريت بحران تھيه مي كند و وظايف و اقدامات دستگاھھاي مسؤول و نحوه ھماھنگي بين سازماني را جھت آمادگي مطلوب و پاسخ مؤثر و به موقع به حوادث و بحران ھا تبيين مي كند. اين سند با تأييد ستاد ملي به تصويب شوراي عالي مي رسد.<br />
ث ـ برنامه استاني آمادگي و پاسخ: سندي است كه اداره كل مديريت بحران استان با رعايت قوانين و مقررات و با مشاركت كليه دستگاھھاي مسؤول موضوع ماده (2) اين قانون متناظر در استان، بر اساس برنامه ملي آمادگي و پاسخ تھيه كرده و وظايف و اقدامات دستگاھھاي مسؤول و نحوه ھماھنگي بين سازماني را جھت آمادگي مطلوب و پاسخ مؤثر و به موقع به حوادث و بحران ھا تبيين مي كند. اين سند پس از تأييد سازمان لازم الاجراء است.<br />
ج ـ برنامه ملي بازسازي و بازتواني: سندي است كه ضوابط، چھارچوب ھا، الگوھا و روشھاي مؤثر بازتواني و تھيه طرحھاي بازسازي قبل و بعد از حوادث و سوانح را دربرمي گيرد و توسط سازمان و با مشاركت كليه دستگاھھاي مسؤول موضوع ماده (2) اين قانون با رعايت ساير قوانين و مقررات، در چھارچوب راھبرد ملي مديريت بحران تھيه مي شود. اين سند با تأييد ستاد ملي به تصويب شوراي عالي مي رسد.<br />
چ ـ پيوست كاھش خطر: سندي است كه چگونگي كاھش خطر حوادث و سوانح در برنامه ريزي و اجراي ھر يك از طرحھاي ملي يا ھمتراز آن را از طريق مطالعات ميداني و مبتني بر شواھد تبيين مي كند. اين سند توسط دستگاھھاي موضوع ماده (2) اين قانون كه مسؤوليت برنامه ھاي مذكور را برعھده دارند، تھيه مي شود و به تصويب رئيس سازمان مي رسد.<br />
تبصره ـ كليه سندھا و برنامه ھاي ذكرشده در اين ماده از زمان لازم الاجراءشدن اين قانون حداكثر ظرف مدت شش ماه تھيه و مراحل تصويب آن طي مي شود.</div>
